Returning of entry fees.

I have been asked by a few people recently about the "rules" for entry fees and returning them when someone cannot make an event. I have to say that my response has been a bit wishy washy and made up of my own views rather than what I have seen in writing. What are other's views on a sensible approach to entry fee payment and returning for non participation.F
or the record, my view would be that entry fees are due on entering but would be refunded if non participation is confirmed before the closing date for entries, any time after that and the club hosting the event would be entitles to keep the entry fee. What do others think?
